USAA is a membership organization built for the military community, and you need to be a USAA member to apply for its cards; USAA's own site states who is eligible to join. The cards themselves are straightforward and carry no foreign transaction fees on the rewards products listed below.
The Eagle Navigator Visa Signature, $95 a year, pays 3 points per dollar on travel and transit and 2 on everything else, with a 50,000-point welcome offer after $3,000 of spending. The Cashback Rewards Plus American Express card pays 5% on gas and 3% at supermarkets with no annual fee, and the Preferred Cash Rewards Visa pays a flat 1.5% back; each carries a $200 welcome offer after $1,000 of spending. The Rate Advantage Visa Platinum is a low-rate card with no rewards, and the Secured American Express card is for building credit.
